Professional Pirate Seeking CR

Yo! I'm almost done with the app for this guy, but I wanna see if I can create some pre-established CR.

The Pirate King is basically the villainous version of the Phantom - in a sense, that it's a name and costume passed down from pirate to crook to minion etc throughout the centuries, and John's the latest guy and has been operating from an Airship for the last few years.

He's also got a thing for specifically targeting businessmen and banks when looting and pillaging.

So I'm looking for people he fought against, police officers that probably arrested him (too bad about those cardboard prison doors), villains he might've worked with and former crew members on his pirate ship.

Oh yeah, as he's part of a legacy, maybe someone he grows fond of that if something were to happen, he can pass the Pirate King mantle on.

Can Propeller Knight be a member of his crew? He canonically hangs out on an airship being nebulously evil.

Why the heck not! Be helpful to have another person that knows their way around an airship in case things go wrong.

So it seems. I imagine The Pirate King's escapes being increasingly convoulted and frankly bizarre. In a kind of "Oh WHAT now?" way

I can almost imagine Vimes being grimly amused in a "let's see if I can outwit him THIS time" sort of way.
